Lors de la dernière réunion du Conseil Général le vice-président G. Martinache a présenté une nouvelle carte des secteurs de recrutement des collèges vosgiens. Il a indiqué faire oeuvre "d'aménagement du territoire" pour maintenir la présence de collèges dans les cantons. Ainsi, le collège de Bruyères se voit délesté de 4 communes dont les élèves iront désormais au collège de Corcieux (Biffontaine, Les Poulières, La Chapelle devant Bruyères) ou Granges (Laveline devant Bruyères). Le collège de Bruyères gagnera les élèves des communes de Charmois devant Bruyères, Le Roulier (qui allaient précédemment au collège Clémenceau d'Epinal) et Pierrepont sur l'Arentèle (qui allaient au collège de Rambervillers). Des changements ont également lieu autour des collèges de Bains les Bains, Chatenois, Contrexeville, Lamarche et Monthureux et enfin Cornimont et Vagney après la fermeture du collège de Saulxures.
Si chacun a bien compris qu'il s'agit là de sauver des "petits" collèges (dans le canton de Corcieux cher à M. Martinache ou encore dans l'Ouest Vosgien), je n'ai pu m'empêcher de poser un certain nombre de questions (après avoir entendu de nombreux avis de parents, merci à eux) :
D'abord, où est l'intérêt de l'enfant/l'élève? D'accord pour l'aménagement du territoire, mais quelles conséquences pour la scolarité des jeunes vosgiens? J'ai demandé ce qu'il en serait des fratries. Le projet du Conseil Général est de mettre en oeuvre cette réforme progressivement à partir des élèves de 6ème; donc des frères et soeur pourraient être séparés? (on peut à l'inverse se poser la question des élèves qui changeraient de collège en cours de scolarité? ou encore des élèves issus d'un RPI qui seraient ensuite séparés de leurs camarades de classe à l'entrée en 6ème...) tout cela compte aussi dans la réussite des élèves. Et changer de collège voudra-t-il dire changer de lycée par la suite?
Par ailleurs, cette réforme - on l'a compris, qui a pour but de ne pas choisir de collège à fermer (pour combien de temps!?) - a fait couler beaucoup de salive parmi des conseillers généraux qui estimaient n'avoir pas été suffisament concertés, même si FX Huguenot a soutenu G. Martinache en soulignant la qualité de son travail. Pour ma part, il me semble qu'il a manqué au moins un débat : à partir de combien d'élèves un collège n'est-il plus efficace pour la réussite des élèves? On sait bien, en effet, qu'en dessous d'un certain seuil (certain collèges comptent moins de 100/120 élèves soit moins que des écoles primaires) en dessous d'une certaine taille donc, l'Education Nationale n'est plus en mesure d'offrir toutes les matières en option. Y aura-t-il des élèves chanceux dans les grands collèges pouvant choisir leurs matières et les autres? Cela mérite bien un débat : quelle carte des collèges vosgiens pour demain?
Enfin, comme président de la commission des finances, j'ai demandé des éclaircissements sur les conséquences financières de cette réforme : maintenir deux collèges sur un petit territoire cela a aussi un coût (entretien des deux bâtiments, chauffage des surfaces correspondantes...). Par ailleurs, changer les zones de recrutement cela a des conséquences aussi sur le coût des transports scolaires (sans compter les délais pour les élèves); d'autant plus si le choix est fait de mettre en oeuvre la réforme progressivement : faudra-t-il prévoir deux circuits de transport (un pour les 6è dans leur nouveau collège et un pour les autres élèves terminant leur scolarité ....) Il m'a été répondu que cela serait étudié plus tard (après avoir choisi... drôle de conception)
