Les membres de la Commission Permanente du Conseil général, dont je fais partie, se sont réunis pour délibérer des dossiers suivants :
Commission Finances économie
14 dossiers d’aides aux entreprises : 27 500€ pour 5 entreprises artisanales et commerciales ; 11 000€ pour une entreprise industrielle et tertiaire et 35 500€ pour 6 entreprises touristiques
10 900€ de subventions pour des investissements de deux CUMA et 144 328,97€ pour 18 dossiers de travaux de modernisation des bâtiments d’élevage
Commission routes et infrastructures
Le Conseil Général revend la ferme de Bousillon sur la commune de Rambervillers acquise en 2008 (99 hectares) à l’exception des terrains mis en réserve pour le futur projet routier ; il a été demandé au Préfet la prolongation pour 5 ans supplémentaires de la déclaration d’utilité publique pour la liaison Epinal Rambervillers RD 46 acquise en 2008 et dont la durée est de 5 ans
591 900€ ont été votés pour 5 opérations de réfection d’ouvrages d’art sur des RD et 93 306€ pour des subventions à des travaux sur la voirie communale ont été votés.
Un cahier des charges pour le fauchage des accotements de RD a été approuvé (éviter les produits phytosanitaires, fauchage tardif,…)
Commission sports, culture
9 900€ pour 6 associations à vocation sportive qui organisent des manifestations et 132 000 € pour des manifestations sportives (dont une aide pour les saisons sportives de l’US Raonnnaise, le GET Vosges, le Hockey Image Club, la Fédération de sport automobile pour le Rallye de France…)
71 000 € pour des organisations de manifestations culturelles par des associations
Zones d’activités
Vente de terrains pour deux entreprises à Remomeix : 4 000m2 pour « Terrassement 54 » qui se délocalise de Thiaville et 3 000 m2 pour « Ganço Toît » qui vient de Sainte Marguerite.
Par ailleurs, le Conseil Général a abandonné ses projets de Zones d’Activités à Lusse (2007) et à Eloyes-Saint Nabord (2005). A noter que 161 063 € et 147 910 € avaient été dépensés en études pour ces deux projets. Sans compter l’aménagement supplémentaires et coûteux du rond point de Lusse avec des surcoûts liés justement aux zones humides… Fallait-il vraiment une étude de 161 000€ pour s’apercevoir que c’était une zone humide ?.. Les terrains qui avaient été acquis sont revendus. Le GRES avait voté contre à l’époque… il y avait, par exemple, la disponibilité, déjà, de la Zone d’Activités de Raon l’Etape, déjà financée et raccordée tant à la voie rapide qu’à la voie ferrée…
Commission action sociale et solidarité
20 173€ ont été attribués pour des activités socio-éducatives dans le cadre de l’Aide Sociale à l’Enfance
80 304€ pour la restructuration d’un établissement d’hébergement pour personnes âgées et adultes handicapées
265 904,95€ pour des actions d’insertion menées par des associations dans le département
7 000€ pour soutenir l’association CRESUS sur le surendettement
Commission développement local
Les membres de la Commission Permanente ont voté les subventions suivantes pour des communes: 50 252 € sur des travaux sur les équipements scolaires et culturels ; 110 734 € pour des travaux sur des bâtiments communaux ; 178 120 € pour des travaux sur les réseaux d’eau ou d’assainissement ; 27 325 € pour des travaux d’économies d’énergie ; 11 449 € pour des investissements en matière de déchets ; 8 422 € pour des actions en faveur du développement durable (dont 5 000 € pour l’Espace Info Energie du Pays de la Déodatie) ; 425 363 € pour des travaux notamment sportifs
Commission éducation
62 logements vacants dans les collèges ! comment les rendre disponibles pour les familles ? comment élargir leur mise à disposition pour d’autres publics ? Les locations de logements à titre précaire pour les personnels des collèges reviennent au budget du collège. Les logements vacants pourraient-ils être sortis du parc éducation nationale pour être loués à des personnes du secteur privé?
