Comme chaque été, nous avons assisté au retour des incendies de forêts (Grèce, Indonésie…) aussi sûrement qu’au retour des touristes sur les plages ou des melons sur les étals des marchés. Faits nouveaux cette année, la planète a connu des feux en Arctique…De la Sibérie au Canada, des millions d'hectares sont partis en fumée depuis début juin, en raison des températures élevées.
Plus encore, récemment, la planète s’est émue devant les feux en Amazonie, jusqu’à amener le sujet en haut des priorités de discussion du G7 de Biarritz.
Incendies de forêts et dérèglement climatique : pourquoi il est urgent d’agir ?
Le dérèglement climatique entraine ces feux. La sécheresse et la chaleur sont évidemment une des causes de ces incendies ; or, l’été 2019 étant plus sec et plus chaud que les précédents est plus propice aux feux de forêts.
Ces feux accélèrent le changement climatique. Le feu émet du C02 en libérant le carbone contenu dans les arbres : Sur le seul mois de juin, les feux dans l’Arctique ont dégagé 50 mégatonnes de CO2, soit autant que les émissions annuelles de pays comme la Suède ou la Hongrie.
Les forêts brûlées sont autant de puits de carbone en moins, chaque arbre absorbant le CO2 de l’atmosphère pour en relâcher l’oxygène d’où le surnom de « poumon » de la planète.
Pourquoi une telle émotion suscitée par les feux en Amazonie ?
L’Amazonie est un espace forestier important réparti sur 9 pays dont la France (Guyane) et le Brésil (qui en accueille 60% de la surface).L'Amazonie est la deuxième plus grande forêt du monde, derrière la taïga.
Cette vaste surface forestière en fait le poumon du monde par sa capacité à capter et stocker le CO2 à un moment ou notre terre en a le plus besoin.
Mais le rôle des arbres ne s’arrête pas là : ils captent l’eau des sols pour la faire évaporer et entrainer des pluies ; d’où, avec la déforestation amazonienne, des saisons de pluies plus tardives et plus courtes.
Pour autant, l’Amazonie reste l'une des régions les plus humides de la planète, d'où une grande richesse en biodiversité. Cette forêt est, en effet, un formidable réservoir de biodiversité : animaux comme plantes (dont nous avons besoin par ailleurs pour la chimie et la médecine).
Ceci sans compter que l’Amazonie accueille depuis des siècles des populations autochtones qui vivent souvent en symbiose avec la forêt.
Autant dire qu’un feu de forêt fait disparaître l’ensemble de ces bienfaits et ses conséquences ne sont pas seulement locales, même si elles sont terribles pour les indiens : accroissement du dérèglement climatique pour toute la planète, dégradation de l’air et de la santé des espèces (dont l’Homme), perte de diversité irréversible. C’est pourquoi certains parlent des forêts comme de « biens communs » de l’humanité. Il pourrait donc leur être attribué des droits.
Des incendies de cette année en Amazonie inédits par leur ampleur
L’été 2019 connaît une envolée de ces feux en Amazonie et particulièrement au Brésil où vient d’être élu Jair Bolsonaro. : hausse de 84% par rapport à 2018 au Brésil et + 100% dans l’ensemble de l’Amazonie.
Quelle est la cause de cette augmentation inédite dans le nombre d’incendie comme dans leur ampleur ? Le défrichage est souvent mis en cause avec un objectif de production agricole : besoin de terres pour la culture du soja – le Brésil est le 1er exportateur de soja- et besoin de terres pour le pâturages – donc la production de viande bovine pour laquelle le Brésil est également 1er exportateur. Le feu sert à défricher la zone une fois le bois extrait, afin de passer à des fonctions plus lucratives. L’enjeu commercial et financier transparait donc immédiatement.
Il est doublé d’une spéculation foncière parfois animée par des mafias locales. D’où l’usage de la violence (l’appât du gain…), et derrière elle la pauvreté…
L’industrie minière n’est pas en reste qui vise l’exploitation du sous-sol…
Un sujet politique : que faire ?
Jair Bolsonaro, immédiatement élu, a réduit les budgets de l’Ibama, organisme chargé de faire respecter les lois sur l’environnement, ce qui a entraîné une baisse des contrôles, laissant ainsi libre cours aux mécanismes précédemment décris (le défrichement a augmenté de 50% depuis janvier dernier…).
La signature du traité de libre échange entre l’UE et le Mercosur en juin dernier vise à accroître encore les échanges commerciaux donc la production brésilienne de soja et de viande bovine, donc le besoin en espaces fonciers, donc l’accroissement des défrichements… L’annonce par l’Irlande et la France d’un renoncement à ce traité est un premier pas nécessaire. Les autres traités commerciaux internationaux devraient d’ailleurs prendre en compte de façon systématique leur empreinte environnementale. La relecture des traités déjà signés est nécessaire.
Nous devons également être irréprochables… Des défrichements sont accordés en France (Guyane) aussi pour des projets miniers par exemple…
Instituer la forêt en bien commun universel ? c’est une piste juridique à creuser. Dans tous les cas, laisser libre cours aux forces du marché – qui montre là qu’il ne sait pas s’auto-réguler – est impensable. Il faut introduire une régulation permettant à la fois de respecter notre environnement dans le cadre d’un développement économique durable et à la fois de respecter les populations, tant celles qui vivent dans et des forêts que celle des agriculteurs et salariés d’Europe comme d’Amérique latine…
